Plus size girl patterns

I was wondering if anyone had any suggestions for sewing for my plus size daughter. She is going to be 11 on Mon. and is sort of between girl and misses patterns. I was hoping for some insight into sewing something other than elastic pants for her since she is starting to be more fashion conscious but regular girl size patterns from the big 4 don't fit her. Has anyone else had to deal with this issue?

What if you tried the next pattern size up, and shortened for length at the designated place? Go by her hip/chest measurement, and then fit it for length.  Is she "developed" at all? That would make a difference between trying a junior-type pattern or one for more  of a grown up.   I would think the current tunic-style tops that are long and loose with a defined waist would be flattering on her, just add commercial leggings?
