Do you mean PUL? The only way I know of to get short cuts done is through a co-op. The company that actually does it is Fabrite. But I think they willl only do huge yardage.
I am trying to think of the yahoo co-op that does it, maybe you can search for it, try searching DIY PUL. The group is This End Up, you send in your yardage, the co-op mom sews it together with other people's yardage and then sends it in to the company. I've never done it but the group has been around a while and has a good reputation.

I got some and would only recommend it for things that are going to stay relatively flat, like placemats or bibs. I tried it for a diaper bag and while it worked I was not entirely happy with the results, it does not recover from wrinkles well.
