A friend gave me 2 lovely summery dresses but they are a little tight in the bust...they are size PS, I wear a PM. How can I fix them so I can wear them? The dresses are made of tee-shirt-like material. One is sleeveless with a simple empire waste under the bust. The other is has small cap sleeves.

Turn the dresses inside out and see what you have in the way of seam allowances on the sides.  You may be able to undo the seams and sew narrower side seams.  If you can't do this, I'm not sure there's a way you can save these.

You could find a tee shirt that fits you in the bust and cut it off under the bust. Then cut the skirt off your dress and sew the skirt to the tee shirt. You may also be able to reuse the leftovers as trim to accent your refashioned dress.
