toddler pants sizes? help please :)

my first post

I recently bought a pattern online for toddlers pants and have made a few pairs that I'm happy with however the sizes 0-3months, 3-6 months and 6-12 months and 12-18months all have exactly the same waist size.  I don't have a child to measure on - making these for presents, so wondering if anyone knows if this is accurate? Surely children don't have the same waist size for so long or maybe the small ones are just made big to get over the nappy?

Hi! It's my first post too!

As a mother of two little girls (3 and 21 months) I can tell you they have the same size waise. My 3 year old could still wear 24 month clothes if the length were longer. It's crazy, but their waist is the same size. Strange, I know. All of the homeade skirts I make for them are the same size, but different length.
