Sewing puffed sleeves...

    I try to avoid sewing garments with sleeves on them,but I cannot avoid them any longer.I want to sew a shirt with short puffed sleeves,but I don't know.So what I'm asking is,what's the best way to attach the sleeve to the shirt and what technique should I use to make them puffy? Please bear with me,I'm new!  Smiley
