Hi it is pretty simple: 1) measure the hips, add about 5" or more depending on how much you want it to stretch, cut that length of 2" single faced satin ribbon 2)multiply the waist measurement by 3 or 4 that is the how much tulle you need 3) fold this length of tulle in half with the cut edges together ( the selvedge should not be touching the fold), keep folding until it is a manageable width and then cut it in half along the center line (between the selvedge and the fold) 4)run a gathering stitch along the fold and along the selvedge (do them separately this will make it fuller)leaving several inches of thread at the end in case you need adjust gathers 5)adjust gathers so that your lengths of tulle are the same length as your ribbon, baste them together 6) now with shiny side down pin the ribbon to the tulle and stitch and press seam up (toward ribbon) using your irons lowest setting 7)stitch the short ends of the ribbon together with shiny sides together and press the seam open

fold the ribbon over to the other side so that it is even with the first row of stitching and edgestitch it in place leaving about a 2" opening...this will form your casing 9) cut 1/2" non roll elastic 1" shorter than waist measurement attach it to a saftey pin and feed it through your casing (pin the other end of the elastic so it doesn't go into the casing 10) overlap the two elastic ends,stitch them together, adjust casing and edgestitch the opening and you are done
