Lowering the neckline on a vintage blouse.

    Hello!

    I just bought a vintage top and I would like to lower the neckline. Does anyone have advice or links to a tutorial? It is a cotton blouse with buttons up the back and a plain front.  I would like the neck to be a little wider/lower but I don't want to just start hacking away! Any advice would be appreciated!  Thanks!
