If you're planning on doing alot of applique, I recommend a speed regulator on your machine. Also, computerized is nice because it automatically sets the correct stitch length and width for your selected stitch pattern.
BUT- none of it is necessary! These options simply make it easier. A good basic Pfaff, Elna, Viking or Bernina will never let you down. If you're on a budget and you know you're way around a machine, I would buy a good used machine.
Always test drive any machine you're about to buy with several types and weights of fabric that you want to sew. For appliques, all you really need is a good zigzag stitch.
Other than that, I think it's basically how you feel when you sit down with your machine. Just be sure to give yourself plenty of time to learn your new machine before you throw it out.
