Adding fullness to a skirt AND attaching skirt to corset top

I am making a gown for my daughter for a Spring school banquet.  It is based on the gown worn by Taylor Swift in the Love Story video, cream silk, flowing skirt, corset type top.
I found a Vogue pattern that I am using for a jumping off place, kinda like with a bungee cord!!  Cheesy

What I need guidance on are two things: 1) the Vogue pattern is for a separate corset top and long A-line skirt combo. 
I need to join the two pieces together, without adding alot of bulk.   Also, the corset comes to a V about 6 inches below the waist line, while the skirt is a straightforward flat top with a narrow ribbon waist band. So, I will need to adjust the waist line and cut of the skirt pattern to match the shape of the corset.

2) I need the waist area of the skirt to be fuller, again without adding a lot of bulk.  I will need to add several inches of fabric, then gather the fullness and sew it to the inner lining, to achieve the look of the  gown in the video  I am using silk and a lightweight lining for the garment.

The corset has boning in the lining, of course.  I plan on using an inner lining to hold the boning, and have a finish lining to go next to the skin and hide the construction. 

Any ideas, suggestions, experience---I would love to hear your thoughts.
