Dressing a toddler and a baby as a pair is really two different jobs. The toddler is walking, climbing steps, grabbing sweets and probably pulling at anything that tickles. The baby is being carried, buckled, fed and changed, often in the middle of the evening. So I almost never put sisters this age in identical outfits. I give each one a role that suits her stage: the toddler gets the character with a prop and a little face colour, the baby gets the soft, round, easy-off half of the joke. The thirty pairs below lean on animals, storybooks, foods and classic Halloween figures. Every one is built on cotton or fleece basics, with soft headpieces, props that ride in a stroller, and no masks, small detachable bits or scratchy trim.

Dressing a Walker and a Baby for the Same Night
A toddler costume and a baby costume fail in opposite ways. The toddler's fails when she can't move freely in it, and the baby's when it gets between you and a feed, a nappy change or a car seat. I build them from different starting points.
The baby's half
- Start with a sleeper or romper that has snaps along the legs. Every pumpkin, cloud or cupcake piece goes on top of that, so a change takes a minute instead of a full undress.
- Sew or stitch every decoration. Glue lets go, and anything that comes loose ends up in her mouth.
- Make anything at the back of the costume flat or squashy: wings, spikes, tails, antlers. She'll spend the night lying back in a stroller or car seat.
- Take off padded tunics, wings and capes before buckling her into a car seat. A harness should go over her ordinary clothes, not over costume padding.
The toddler's half
- Build on stretchy leggings, a long-sleeve top and her own sneakers. New shoes on Halloween night mean blisters by the third house.
- Hem every skirt and cape above the ankle so she can climb steps and kerbs on her own.
- Give her one prop she can hold and nothing she has to wear on her face. Masks rarely last past the first photo.
Then link the two with one shared detail: a bow in the same colour, matching trim, a felt patch passed from one costume to the other. One repeated detail does more than matching everything.
1. Witch And Black Cat Sister Costumes

A witch with her black cat is the pairing I'd suggest for a first Halloween, because it's mostly clothes you can reuse. The toddler wears a black cotton dress over purple striped leggings, a light pointed hat, comfortable black sneakers and a felt broom she can drag around without hurting anyone. A little purple shadow is fine if she'll sit still for it. The baby goes in a black footed romper with a tail and a stretchy cat-ear headband. A dot of baby-safe colour on the nose is optional; I'd skip it under a year. Sew the tail on with a few loose stitches so it pulls free rather than tugging, and keep the ears soft so her head rests flat in a carrier. Purple bows on both tie the two characters together.
2. Butterfly And Caterpillar Sister Costumes

Butterfly and caterpillar tells a tiny story, with the walker as the butterfly and the baby still in the striped stage. Dress the toddler in a purple long-sleeve leotard, a bright tulle skirt, patterned tights and flexible sneakers. Fix the fabric wings at the shoulder seams, not the wrists, or she'll lose interest the first time she can't pick up a sweet. A curly antenna headband and a felt flower finish her. The baby wears a striped green cotton romper with soft fabric circles stitched along the back, a padded antenna cap and green booties. Hard wings, wire antennae and glued-on pieces stay off both. Purple, yellow and green repeated on the two outfits make them read as a set.
3. Little Red Riding Hood And Baby Wolf Costumes

This storybook duo suits a toddler who loves dressing up and a baby who needs to be warm. Big sister wears a red hooded cape over a white blouse and gingham dress, cream tights and red shoes, with a small fabric basket. Hem the cape to her knees; a long cape gets trodden on going up steps, and toddlers take steps one foot at a time. The baby becomes a friendly wolf in a grey fleece or cotton romper with a soft-eared hood and padded paw booties. Leave her face alone, or add the smallest grey nose dot with baby-safe makeup if she's older. Keep the basket handle soft if it's ever near the baby. A red bow on the wolf hood connects the two.
4. Astronaut And Baby Alien Sister Costumes

Astronaut and baby alien is the pair for a family that wants something modern. The toddler wears a white zip-front jumpsuit with silver fabric patches, a soft helmet-style hood and white sneakers. Low braids sit comfortably under the hood; a high ponytail pushes it off. A cardboard control panel or a small flag is the prop. The baby is the alien in a green footed onesie with a padded antenna cap, silver wrist bands and green booties. No face paint for the baby; a removable silver collar gives her some shine instead. Keep the antennae short and floppy. Warm layers underneath both suits handle a cold October night, and the shared silver ties them together.
5. Beekeeper And Baby Bee Sister Costumes

The beekeeper and bee is easy to build from clothes you'll reuse. Tan overalls over a white long-sleeve tee, beige sneakers and a wide-brim fabric hat with a short band of breathable mesh make the toddler's half. Short is the key word: a long veil over a little face blocks her view and she'll just rip it off. Two braids and a plush flower or an empty watering can. The baby wears a yellow-and-black striped romper with soft wings stitched flat across the back, a flexible antenna headband and black non-slip booties. Take the wings off before she goes into a car seat, since anything bulky behind her back changes how the harness fits. Matching yellow neck scarves link them.
6. Gardener And Baby Flower Sister Costumes

A gardener and her flower are cheerful and very forgiving if one child refuses a piece. The toddler wears denim overalls, a green gingham shirt, rain boots and a floppy sun hat, with pigtails, a few painted freckles and a foam watering can. The baby wears a green cotton sleeper with a soft petal collar in pink, yellow or lavender, a matching petal bonnet and leaf-green booties. She needs no makeup at all; the petals frame her face. I cut the petal collar from felt and make it loose enough to sit on the shoulders, since a snug collar rides up to the chin when she's carried. A felt flower stitched to the toddler's overall pocket makes the two read as one garden.
7. Chef And Baby Cupcake Sister Costumes

The tiny chef and her cupcake is a good indoor-party pair, since neither needs a mask, cape or much makeup. The toddler wears black-and-white checked trousers, a white cotton top, a child-size apron and white sneakers, with a light chef hat and a soft foam spoon. Pin the hat with a couple of snap clips or she'll wear it for one photo. The baby wears a pastel romper with a gathered felt cupcake wrapper round her middle, a padded frosting cap, pink booties and a plush cherry stitched on firmly. Make the wrapper from soft felt, not card, so she can bend at the waist, and take it off for the car. Pink piping on the apron links the two.
8. Sun And Moon Sister Costumes

Sun and moon pairs gold with silver, and the palette does almost all the work. The toddler is the sun in a yellow long-sleeve dress, gold leggings and metallic sneakers, with a soft ray headband, a high ponytail, a few gold stars on her cheeks and a light sun wand. The baby is the moon in a silver-grey footed sleeper with a padded crescent bib, a soft silver cap, star booties and a small cloud blanket for the stroller. Metallic fabric with a matte finish gives the shine without glitter, which sheds into eyes and mouths and turns up in the car seat for weeks. Stitch the gold and silver stars on rather than gluing them, since glue gives up after a wash.
9. Rainbow And Cloud Sister Costumes

A rainbow toddler next to a fluffy little cloud photographs well and is easy to make. Big sister wears a striped rainbow sweater, a blue tulle skirt, white tights and bright sneakers, with rainbow hair clips and a felt sun wand. The baby wears a white quilted romper with flat padded cloud shapes stitched across the front and a cotton cap with sewn fabric puffs, plus pale blue booties. Use fabric for the puffs, never loose cotton batting, which pulls apart in small hands and goes straight into mouths. Felt raindrops can dangle from the toddler's skirt, but keep the baby's half smooth. A little pale blue on both outfits links the bright rainbow with the quiet cloud.
10. Strawberry And Blueberry Sister Costumes

Fruit costumes are bright, simple and leave plenty of room for warm layers underneath. The toddler is a strawberry in a red cotton dress dotted with black felt seeds, green leggings, red sneakers and a leafy headband, plus a strawberry-shaped tote for treats. The baby is a blueberry in a soft blue bubble romper with a green felt collar, a leaf cap and blue socks or booties. I sew the seeds on with a few stitches each rather than gluing, because toddlers pick at anything that lifts at the edge. No small plastic fruit on either outfit. A thermal shirt fits under both without changing the look, and green leaves on both tie the red and the blue together.
11. Milk And Cookie Sister Costumes

Milk and cookie is a funny pair and very easy to make at home. The toddler is the cookie in a tan sweatshirt dress with dark brown felt chips stitched on, brown leggings, brown sneakers, two low buns and a soft cookie-shaped bag. The baby is the milk in a white cotton sleeper under a light carton-shaped tunic in white and pale blue, with a white cap and blue booties. Make the carton from felt or quilted cotton and leave it open at the bottom, because a stiff box shape won't let a baby sit or be held on a hip. A flat felt straw is enough; skip real straws. Brown trim on the baby's tunic links her to her sister.
12. Ketchup And Mustard Sister Costumes

Ketchup and mustard is pure colour blocking, so it's quick when you're short on time. The toddler wears a red hoodie dress, white leggings and red sneakers with a soft pointed cap and red ribbons, plus a plush fry. The baby wears a yellow footed romper with a fabric bottle label and a padded cap, and yellow booties. Stitch on plain white panels or simple felt letters rather than copying any brand label. Size both a little loose, since a crawling baby needs to move and both outfits should fit a layer underneath. A matching green scarf adds a third food-cart colour. The two still read as a pair when the hats come off, which they will.
13. Mermaid And Baby Octopus Sister Costumes

A mermaid and a baby octopus give you under-the-sea colours without a tail anyone can trip on. The toddler wears a teal scale-print top, a purple layered skirt, iridescent leggings and aqua sneakers, with shell clips in loose waves, a touch of lavender on the lids and a plush starfish wand. A proper mermaid tail on a toddler ends in tears at the first kerb, so the skirt does the job. The baby wears a purple romper with short padded tentacles stitched round the waist, an octopus cap with embroidered eyes and non-slip booties. Keep each tentacle shorter than her arm so it can't wrap round hands or straps. A teal bow on her cap ties it together.
14. Cowgirl And Baby Cow Sister Costumes

A cowgirl and her baby cow make a friendly farm pair that slots easily into a bigger family theme. The toddler wears denim overalls or a skirt over a red plaid shirt, brown boots, a soft felt hat, braids and freckles, with a plush rope loop that can't tighten. The baby wears a white cotton romper with black patches stitched on, a soft hood with cow ears, tiny fabric horns and pink lining, and black-and-white booties. Tie the red neckerchief loosely below her chin, or better, sew it to the romper collar so nothing knots round her neck. No hard buckles or long tails near the baby. Red gingham on both outfits makes them a pair.
15. Fairy And Baby Mushroom Sister Costumes

A woodland fairy and a spotted mushroom are sweet and a little bit storybook. The toddler wears a sage leotard, a petal skirt, cream tights and green ballet-style flats with real rubber soles, plus soft braids, light fabric wings and a felt flower wand. I'd skip shimmer on her face entirely; rosy cheeks are enough. The baby wears a cream sleeper under a red bubble tunic with white felt spots, a padded red-and-white cap and cream booties. Keep the cap brim short so it never drops over her eyes when she's lying back. Floral wristbands look cute in photos but come off the moment she starts mouthing them. Greens, cream and red carry the theme.
16. Princess And Baby Frog Sister Costumes

Princess and frog turns a dress-up box staple into a proper pair. The toddler wears a pastel princess dress with a soft tulle skirt, cotton tights and glitter-free ballet flats, with a padded crown and a fabric flower wand. Cut or hem the dress above the ankle; floor-length tulle on a two-year-old is a trip waiting to happen. The baby is the frog in a green footed romper with a pale belly panel, a frog-eye hood, green booties and a tiny soft crown sewn to the hood, which is the joke. Leave her face bare, since the hood already says frog. Gold trim on the dress and on the little crown connects the two.
17. Alice And White Rabbit Sister Costumes

Alice and the White Rabbit is a charming pair for a toddler who likes a story. Dress her in a blue knee-length dress over a white blouse with a white apron, white tights, black Mary Janes and a black headband, with a plush teacup. Toddler aprons slip round to the side, so I sew the ties to the dress at the waist. The baby is the rabbit in a white footed sleeper with a red vest-style bib, a soft ear bonnet, white booties and a flat felt clock stitched to the front. A real watch chain or any hard prop stays away from her. Natural cheeks and a touch of pale pink suit the toddler. Red on the apron bow and the baby's vest link them.
18. Dorothy And Baby Puppy Sister Costumes

Dorothy and her puppy is a nostalgic pair that suits a toddler who'll carry a basket all night. Big sister wears a blue gingham pinafore over a white puff-sleeve shirt, white ankle socks and red shoes with non-slip soles, with braided pigtails and a light fabric basket. Sparkly red shoes are the dream, but glitter flats shed and often have slick soles, so check the bottoms before she walks on a wet path. The baby wears a soft brown or grey puppy romper with floppy ears, a short padded tail and paw-print booties. Leave her face bare or add a tiny nose if she's older. A red gingham bow on one ear links the two. Keep the basket nearly empty.
19. Snow Princess And Baby Snowman Sister Costumes

The snow princess and baby snowman is a wintry pair best saved for indoor parties, since the dress is light. The toddler wears a pale blue long-sleeve dress with a knee-length tulle layer, silver flats and a sheer cape that stops above her ankles, with one loose side braid and silver snowflake clips. The baby wears a white fleece or cotton romper with flat black button shapes, an orange felt nose on the hood, white booties and a short blue scarf. I sew the scarf ends down to the romper so it can't be pulled tight. Beads, loose sequins and long capes stay out of it. Silver snowflakes stitched on both outfits tie them together.
20. Ice Princess And Baby Reindeer Sister Costumes

An ice princess and a baby reindeer is the pair I'd choose for a cold, outdoor Halloween. The toddler wears a deep blue velvet-style dress with long sleeves, a short cape, warm tights and black ankle boots, with two braids and a soft snowflake wand. The baby wears a brown fleece romper with a cream belly, a padded antler hood and dark brown booties, plus a blue satin bow by one ear. Make the antlers from soft fleece stuffed lightly so they squash flat against a stroller back. A removable faux-fur collar keeps the toddler warm, but faux fur sheds, so keep it on her side of the stroller. The shared blue balances the pair.
21. Superhero Sisters Costumes

Matching superheroes let both girls share the spotlight in versions sized for their age. The toddler wears a bright blue long-sleeve top, a red skirt over leggings, red sneakers and a short yellow cape, with a soft eye mask, a high ponytail and a foam shield with rounded edges. Many toddlers won't keep a mask on, so I'd draw a little star on her cheek as a backup. The baby wears a blue footed romper with a red diaper-cover layer, a flat yellow cape stitched across the shoulders, red booties and a soft star headband. Take her cape off for sleep, car rides and any time she's not being watched. Make your own simple emblem rather than copying a logo.
22. Ladybug And Baby Bumblebee Sister Costumes

A ladybug and a baby bumblebee are two garden bugs that go over warm basics. The toddler wears a red tunic with black felt dots, black leggings and red sneakers, with a flexible antenna headband, pigtails and light wings fixed at the shoulders. The baby wears a yellow-and-black striped footed romper with soft flat wings, a padded antenna cap and black booties. Sew the dots, never stick them, so nothing comes loose in a little hand. No wire and no glitter on either outfit. Then swap a colour: a yellow flower clip in the toddler's hair and a red bow on the baby. Both still read as bugs once the wings and headbands inevitably come off.
23. Pink Flamingo And Baby Pineapple Sister Costumes

Flamingo and pineapple is the unexpected one, and bright tropical colours look great in photos. The toddler wears a pink long-sleeve leotard with a layered skirt cut into feather shapes, pink tights and pink sneakers, plus a soft flamingo hood with her ponytail tucked underneath and a plush leaf. Cut the feathers from felt or cotton; real feathers shed and get eaten. The baby wears a yellow quilted romper with a stitched diamond pattern, a soft green leaf cap, green booties and a pink bow. Keep the leaf points short and floppy. I'd quilt the diamonds with a simple straight stitch on a plain yellow romper. Hot pink and green on both outfits connect them.
24. Scarecrow And Baby Pumpkin Sister Costumes

Scarecrow and baby pumpkin is the classic harvest pair. The toddler wears denim overalls over a plaid shirt with fabric patches on the knees, brown boots, braided pigtails, a floppy fabric hat, painted freckles and a plush sunflower. Real straw scratches small wrists and sheds everywhere, so I cut strips of yellow felt or raffia-look ribbon for the cuffs. The baby wears an orange pumpkin romper with a green leaf collar and stem cap, green leggings or orange booties, and no makeup at all. Make sure the pumpkin suit is open at the bottom or has snaps, because you'll be changing her mid-evening. A small orange patch on the toddler's overalls links the two.
25. Ballerina And Baby Swan Sister Costumes

Ballerina and baby swan is a soft, all-white pair for an indoor party or family photos. The toddler wears a white cotton leotard, a knee-length tulle skirt, warm tights and ballet-style shoes with rubber soles, with a secure bun, a padded headband and a short ribbon wand. Use plenty of grips in the bun; toddler hair slips out of a single band in minutes. The baby wears a white footed romper with small quilted wings sewn flat against the back, a soft swan hood with an orange fabric beak and white booties. Keep loose feathers, beads and long ribbons well away from her. Pale pink bows on both give the white some definition.
26. Ringmaster And Baby Lion Sister Costumes

A circus pair lets the toddler run the show while the baby stays bundled up. Big sister wears black leggings, a white shirt, a red tailcoat-style jacket and black ankle boots, with a little fabric top hat, two braids and a soft foam hoop. Elastic under the chin keeps a mini top hat on, but use a soft, wide one so it doesn't dig in. The baby is a friendly lion in a golden-brown romper with a padded fabric mane round the hood, brown paw booties and a red bow at the neck. Trim the mane so it frames her face without covering her eyes, mouth or the stroller straps. No whips, canes or heavy hat trim. Gold trim on the jacket matches the lion.
27. Doctor And Baby Patient Sister Costumes

Doctor and patient is a simple role-play pair that toddlers love, because they get to look after the baby. The older child wears comfortable blue scrubs, a short white coat and white sneakers, with a ponytail and a fabric doctor's bag holding a plush stethoscope. Cut the white coat from an old adult shirt with the sleeves shortened. The baby wears striped cotton pyjamas under a soft patient gown that opens with snaps, cosy socks, a light headband and a flat felt plaster on one sleeve. Never wrap anything round her head, and keep small toy medical kit pieces away from her. Sewn fabric name badges finish the pair, and it's all comfortable in a carrier.
28. Unicorn And Baby Dragon Sister Costumes

Unicorn and baby dragon is a pastel fantasy pair. The toddler wears a white hooded sweatshirt dress with a rainbow tulle skirt, lavender leggings and metallic sneakers, with a soft horn-and-ear headband, a rainbow ponytail extension clipped in firmly and a plush cloud wand. Clip-in extensions pull on fine toddler hair, so attach it to the headband instead if she's sensitive. The baby wears a mint dragon romper with a pale belly panel, short padded wings, soft fabric spikes down the hood, green booties and a lavender bow. Every horn, wing and spike should squash flat when you press it, so she lies comfortably in a stroller. Matte fabrics, no loose glitter.
29. Ghost And Baby Pumpkin Sister Costumes

The ghost and her baby pumpkin are classic Halloween in their friendliest form. Skip the sheet with eyeholes: on a toddler it shifts, blocks her sight and trips her. Instead, dress her in a white hooded tunic over white leggings and sneakers, with black felt ovals sewn on the front for the face, two pigtails with white bows and a small plush lantern. The baby wears a round orange pumpkin romper with a green collar, a stem cap and orange booties, and no makeup. Add a tiny green bow to the ghost hood and a white ghost patch to the pumpkin to swap a detail between them. Keep both outfits short, breathable and free of dangling fabric.
30. Two Matching Pumpkin Sister Costumes

Sometimes matching is the right answer, and two pumpkins is the easiest match there is. The toddler wears an orange sweatshirt dress with black felt jack-o'-lantern features, green leggings, orange sneakers, a green leaf headband, high pigtails and a soft pumpkin treat bag. The baby wears an orange footed romper with the same smiling face and a padded green stem cap, with green booties to keep her feet warm. Cut friendly faces in felt rather than using buttons, which a baby will try to chew off. Let the shapes differ slightly to suit each child's stage: a dress for the walker, a footed romper for the baby. Striped sleeves or a named felt leaf can tell them apart.
When Your Toddler Won't Wear the Hat
Plenty of two-year-olds decide on the night that the ears, the crown or the hood are not happening. I plan every toddler costume so it still reads with the headpiece off, which is why the colours on the body matter more than anything on the head.
- Let her wear the costume around the house a few days before. A headband she's played in is far less of a battle than a strange one at the front door.
- Choose soft, wide headbands and hoods over anything with elastic under the chin, which most toddlers pull at.
- Have a plan B in your bag: a hair clip, a bow or a cheek sticker in the costume colour that says the same thing.
- Keep face colour for the toddler only, test it on the inside of her arm the day before, and use a gentle baby wipe or a little oil to take it off at bedtime.
If she flatly refuses, let it go. The photo with a toddler in a strawberry dress and no leafy headband is still a strawberry, and a happy one.
The Sister Pair I'd Sew for a First Halloween
With two little ones, comfort comes before any clever detail. Start with breathable clothes that suit each child's age, how much she moves and the weather where you live, then add the colours, soft headpieces, a touch of face colour for the toddler only, and light props. Babies need fewer details, since a cosy romper and a soft hood tell the story on their own. Before you head out, go over every costume for loose pieces, long cords, scratchy trim and anything that would sit between a baby and a car-seat harness. If I were sewing for a baby's first Halloween, I'd make the witch and black cat or the scarecrow and pumpkin, because both are built on clothes the girls will wear again. Storybook partners, garden bugs, foods or two matching pumpkins all work when the colours agree. The best pair is the one both girls will happily keep on.
