Rugrats costumes are mostly a color puzzle. Every character in the show wears a flat, blocky palette, so a light blue tee, a purple dress or a lavender sleeper does most of the work before you touch a wig. I build these from comfortable basics, thrift finds, felt appliqués and a few bright wigs rather than packaged costumes, and in my experience the color blocks are what people read first, well before any prop. Below are solo characters, couples, siblings, families and big groups, so match the list to your group size, your budget and how much cutting and gluing you actually want to do.

Planning a Rugrats Group Around a Shared Color Chart
The show was drawn in flat, saturated blocks, and that's the thing most homemade Rugrats groups miss. Real clothes come in endless versions of every color, and once five people each bring their own idea of purple, the cartoon falls apart. I settle the palette before anyone buys a thing.
- Pick each character's two or three core colors and post a photo swatch for each in a shared message. Tommy is light blue and white; Chuckie is blue, green and purple; Angelica is purple, orange-red and blue.
- Shop the shared colors together. Phil and Lil's turquoise, the purple that runs through Angelica, Chuckie and the Finsters, and the various pinks look far better when they come from one shop.
- Stick to plain, solid fabrics. Cotton jersey and sweatshirt fleece in flat colors look the most like animation, while heathered or printed knits look like real clothes.
- Decide the makeup once. The same blush shade and the same brown freckle pencil on every face ties a group together faster than any prop.
Who Gets Which Character
I cast the babies before the adults, because they carry the theme. Tommy and Chuckie go to whoever has the least time to prepare, since both are mostly a tee and shorts. Reptar goes to the person who actually enjoys making things. Howard, Drew and Chas go to the friends who swear they hate dressing up: they're office clothes plus a wig, so nobody gets out of it.
1. Tommy Pickles Rugrats Costume

Tommy is the one I hand to whoever joins the group last. It's a light blue oversized tee over white shorts, bloomers or leggings, never an actual diaper, with white crew socks and soft blue or white sneakers so it stays walkable. A bald cap gives the classic baby head, but short natural hair reads fine if a cap makes you itch, and a little pink blush is all the makeup he needs. A plastic baby bottle or a small purple ball is a safe prop to carry all night. On a cold evening I slip a white long-sleeve shirt and thermal tights underneath; the blue and white still read because the outline hasn't changed.
2. Chuckie Finster Rugrats Costume

Chuckie lives or dies on the glasses and the hair. Start with a blue tee with red trim and a yellow felt planet with an orange ring across the chest, then green shorts with loose purple or yellow scribble shapes, purple high-tops and mismatched socks. Tease a short orange wig upward, but go gently: cheap wigs tangle fast, so I back-comb only the crown, spray it and leave the ends alone. The big round purple glasses are essential, with the lenses popped out or clear so he can actually see the curb. Brown eyeliner freckles, a plush dinosaur or toy flashlight, and a nervous face whenever someone says the word adventure.
3. Angelica Pickles Rugrats Costume

Angelica suits anyone who wants to play a character with attitude rather than just wear one. Layer the purple sleeveless dress over an orange or red long-sleeve shirt, then add bright blue leggings or tights, white socks and purple sneakers with big loose-looking laces. If your hair is long enough, two high pigtails with large purple bows look more natural than a wig. A shoulder-length blonde wig gives a more cartoon shape, and I pin the bows through it into a small braid underneath so they don't slide down by nine o'clock. Rosy blush, pink lips and a sweep of purple eyeshadow are plenty. The blonde fashion doll in pink is the prop that matters; crossed arms and raised eyebrows do the rest.
4. Susie Carmichael Rugrats Costume

Susie is one of the comfiest builds on the list for kids and adults alike. A yellow short-sleeve dress takes large purple felt flowers well, and I stitch each one at the center and tack the petal tips rather than gluing the whole flower flat, so they flex when she sits. Purple leggings, yellow socks and red or purple sneakers stack the colors the way the cartoon does. Neat braids with red ties suit natural hair, or pin a dark braided wig securely. Keep makeup soft with warm blush, a neutral lip and a little purple liner, add stud earrings if the wearer has pierced ears, and give her a toy microphone or a small songbook.
5. Phil DeVille Rugrats Costume

Phil is mostly separates plus one handmade detail. Put a loose turquoise sleeveless top over a pale pink tee and cut a small yellow felt duck for the lower corner of the turquoise layer. Royal blue shorts over white leggings or fitted white shorts give the baby outline without anything awkward, with blue socks and turquoise sneakers or slip-ons. A beige bald cap with a small dark tuft glued at the top and a few brown eyeliner freckles take care of the head. I'd give him a plush worm or a clean toy bug, since soft props survive being dropped all evening.
6. Lil DeVille Rugrats Costume

Lil shares Phil's color story, so the work is in making her outline different. Begin with the pale pink tee under a turquoise sleeveless dress, sew a yellow felt duck near the hem, and wear white bloomers or fitted shorts underneath for coverage. White socks and turquoise Mary Janes or sneakers keep her grounded. Her beige cap with a dark tuft matches her twin, and the big pink bow is what tells them apart, so I fix it to the cap with double-sided wig tape and a couple of stitches. Freckles, a touch of pink blush and a plush butterfly, worm or toy magnifying glass round her out. She's simple enough for a beginner and twice as clear standing next to Phil.
7. Phil And Lil Rugrats Duo Costume

Twins are the easiest pair to get right because the shared pieces are obvious. Both wear pale pink tees and turquoise outer layers with matching yellow felt ducks: a loose turquoise tank and blue shorts for Phil, a turquoise shift dress with white bloomers for Lil. Both get beige caps with small dark tufts and freckles in washable makeup, then blue sneakers for him and turquoise Mary Janes for her, with a plush bug or magnifying glass each. Lil's pink bow is the only real difference. My one rule: buy both turquoise pieces from the same shop on the same day, because two turquoises a shade apart look like a mistake once the twins stand shoulder to shoulder.
8. Kimi Finster Rugrats Costume

Kimi brings yellow, pink and purple into the mix. Layer a yellow overall dress over a pink short-sleeve shirt and stitch a simple purple felt cat to the bib, then add white bloomers or shorts, frilly pink ankle socks and purple boots. Her three small high pigtails with orange ties are the signature, and on short hair I use clip-in pieces rather than a full wig. A dark purple-black wig works too if you'd prefer. Light pink blush, a berry tint, and a plush cat, toy camera or little backpack as the prop. Everything here is ordinary clothing, so she's a good pick for whoever will be running around the most.
9. Dil Pickles Rugrats Costume

Dil is the one-piece option, which makes him easiest for a baby or for an adult who hates fussing. A lavender footed sleeper, a romper or a matching sweatshirt and joggers all work. Scatter green ovals across it with removable felt or fabric tape so the base can be worn again, and add soft purple sneakers or slippers if the feet aren't covered. A short purple wig teased into a few upright wisps, or lightweight purple yarn tacked to a matching cap, gives the hair. Round pink cheeks and soft brows are plenty, and an empty bottle or a light rattle is the prop. For an actual baby I skip handheld props and loose decorations entirely and sew every felt shape on, because anything stuck on with glue ends up in a mouth.
10. Reptar Rugrats Costume

Reptar is the costume people spot from across the room, so he's worth the extra effort. Start with a bright green hoodie and joggers or a green jumpsuit, then cut rounded blue spikes from felt or foam for the hood, the back and a detachable padded tail. A lighter green belly panel, orange felt eyes on the hood, green gloves and green sneakers keep him one color top to bottom. If he'll spend the party on a sofa, I use stiffened felt for the spikes rather than thin craft foam, which creases and stays bent. Green face paint is optional; keep it to a light, breathable layer and outline the eyes in blue shadow. Carry a cardboard cereal box with your own generic dinosaur graphics, and keep the tail short enough that nobody trips on it in a hallway.
11. Cynthia Doll Rugrats Costume

Cynthia is a sight gag that's easy to make. A hot pink mini dress over matching shorts or leggings, a wide pink belt, bright earrings and pink block heels or flats cover the clothes. The real costume is the wig: take a long blonde one and pull random sections upward while leaving uneven pieces hanging, because it's the wrecked styling that says Angelica's doll rather than just a blonde in pink. This is the one time I'm happy to frizz a cheap wig on purpose. Bold blue eyeshadow, rosy blush and glossy pink lips, plus a toy hairbrush or a pink bag. Washable makeup lines at the elbows and knees can suggest doll joints if you want one more joke.
12. Spike Rugrats Dog Costume

Spike works for a person or for the family dog. For a human, use a brown hooded onesie with a tan belly panel, floppy felt ears and a soft detachable tail, plus brown gloves and sneakers. Paint a small black nose and a few whisker dots and leave it there, since a full face covering gets hot within the hour. A blue pet bowl or plush ball is the prop. For a real dog, keep it to a blue bandana or a soft brown vest; never cover the face and never attach a long tail. I'd always put Spike beside Tommy, Didi and Stu, because on his own a brown dog is just a brown dog.
13. Stu Pickles Rugrats Costume

Stu is the costume for an adult who wants to stay in normal clothes. A green collared shirt goes under a darker green casual blazer, with a red tie dotted in gray felt, relaxed jeans and brown lace-ups. Temporary purple color on short hair works, or a neat purple wig with a slight point at the front. Spray color rubs off on collars and headrests, so I let it dry completely before the shirt goes on. Skin stays natural, with a little brow shaping for the cartoon expression. His invention is the fun part: a colorful box with buttons, paper tubes and small battery lights, with no sharp wires or heavy parts. He holds up alone and gets better beside Didi.
14. Didi Pickles Rugrats Costume

Didi is the most polished adult on the list. A long red turtleneck dress with red socks and brown loafers, then large round green glasses, gold hoops, a chunky yellow necklace and bangles. Her hair is three rounded points, and I shape them on an orange-red wig around soft foam rollers or a pipe cleaner pinned inside each section, never anything rigid that presses on the scalp. Warm blush, a neutral lip and soft lashes. A parenting book with a homemade cover, or a light baby bag that carries your own essentials, makes a useful prop. If a fitted dress isn't comfortable, a relaxed knit one with red leggings underneath reads the same, especially next to Stu's green.
15. Chas Finster Rugrats Costume

Chas is a low-effort adult costume built from office clothes. Layer a maroon or purple sweater vest over a pale blue button-down, add olive or brown trousers, striped socks and brown loafers. A short brown wig with a center part and large rectangular glasses with clear lenses make the face. I use brow pencil to tilt the inner ends of the brows upward, which gives his worried look better than any other makeup could. Carry a toy mug, a travel cup or a kids' storybook. If Chuckie's in the group, match the glasses shape and keep both hair colors warm so they read as father and son.
16. Kira Finster Rugrats Costume

Kira fills out the Finster side with business casual. A soft pink blouse goes under a structured purple or burgundy jacket, with a knee-length dark skirt, opaque tights and low black heels or flats. Dark hair sits in a smooth bob with side-swept bangs, or use a short wig. Pink blush, defined lashes and a berry lip. A planner, a toy phone or a cardstock theme-park brochure is the prop, and a small cat-shaped pin nods to Kimi without crowding the outfit. She usually gets worn for hours as part of a family group, so I'd loosen the tailoring and pick shoes you'd happily stand in.
17. Betty DeVille Rugrats Costume

Betty comes straight out of a gym bag. A lavender sweatshirt with a large orange felt symbol on the front, loose light blue sweatpants, orange crew socks and blue running shoes. The bright blue headband, wristbands and bold round earrings carry the character. Sweatshirt fleece is fuzzy, so I sew the felt symbol on with a running stitch near the edge; glue sits on top of the pile and peels at the first hug. Give her short brown hair with lots of volume or a cropped brunette wig, rosy blush and strong brows. A foam mat, water bottle or soft toy dumbbell keeps her fine for school parties and family events.
18. Howard DeVille Rugrats Costume

On his own, Howard looks like a man in a sweater vest, so I only suggest him alongside Betty, Phil or Lil. A pale yellow button-down under a brown or tan vest, dark green trousers, brown socks and loafers, oversized round glasses and a short brown wig with a tidy side part. Brow pencil angled slightly upward gives his gentle, unsure look. A folded newspaper made from plain craft paper or a small shopping bag works as a harmless prop. Put a flash of turquoise or lavender in his socks to tie him to the rest of the DeVilles, and he's comfortable enough for a long night of walking.
19. Drew Pickles Rugrats Costume

Drew is quiet, which is exactly why he's useful. A white or pale blue dress shirt, a dark red tie, a navy cardigan or plain blazer, gray trousers and polished brown shoes. Add a short brown wig with a sharp side part, simple rectangular glasses if you like, and clean skin with lightly defined brows for the serious-dad expression. Carry a small briefcase or a folder of generic work notes. I recommend him to anyone facing an office costume day, since he's basically business attire, and next to Charlotte and Angelica everyone gets the joke.
20. Charlotte Pickles Rugrats Costume

Charlotte is sharp tailoring and loud makeup. Wear a royal blue skirt suit with structured shoulders, a light blouse and blue pumps or low block heels. Pull blonde hair into a high ponytail with a dark blue scrunchie, or use a sleek blonde wig if your own hair won't hold the height. Purple eyeshadow, a defined red lip, red earrings and neat brows set the face, and a large toy phone, slim planner or structured blue bag goes in hand. If you'll be walking all evening, swap the heels for pointed blue flats. Nobody checks shoes in a three-person photo with Drew and Angelica.
21. Grandpa Lou Rugrats Costume

Grandpa Lou is comfortable and cheap, and any adult can wear him. A pale yellow or cream button-down, a burgundy cardigan, high-waisted brown trousers with suspenders, dark socks and brown slippers or walking shoes. Add a short gray wig, lightly tousled, and thick-framed glasses. I shade a few soft smile lines and stop there, because heavy aging makeup on a cartoon character looks wrong next to everyone else's flat colors. A TV remote, folded blanket or paperback is the prop, and a bow tie is optional. He sits naturally beside Tommy and Dil, or at the back of a big Pickles group with Stu, Didi, Drew, Charlotte and Angelica.
22. Tommy And Chuckie Rugrats Duo Costume

This is the best-friend pairing I'd suggest first, for two kids or two adults. Tommy gets the loose light blue tee over white shorts or leggings, white socks, blue sneakers and a bald cap. Chuckie gets the blue planet tee, patterned green shorts, striped socks, purple sneakers, a messy orange wig and big purple glasses. Rosy cheeks on both, freckles on Chuckie, a bottle for Tommy and a plush dinosaur or flashlight for his friend. Keep the effort level even, because if one person has a handmade appliqué and the other a plain store shirt, it shows. The contrast between Tommy's plain blue and Chuckie's clashing colors is what makes them a pair.
23. Angelica And Cynthia Rugrats Duo Costume

Two friends who like a fashion joke should do Angelica and her doll. Angelica wears the purple sleeveless dress over an orange-red top, blue tights, white socks, purple sneakers and blonde pigtails with big bows. Cynthia gets the hot pink dress, leggings or shorts, pink shoes, bold jewelry and a long blonde wig pulled into wild, uneven sections. Soft pink makeup goes on Angelica; blue eyeshadow and glossy lipstick go on Cynthia. Give Angelica a toy hairbrush and Cynthia a little pink bag. The two blondes should roughly match, but the doll has to be clearly more overdone. I always tell this pair to pose with Angelica fixing Cynthia's hair, since that one pose explains the whole costume.
24. Tommy Chuckie And Angelica Rugrats Trio Costume

Tommy, Chuckie and Angelica cover the show's three big personalities. Tommy is the blue tee, white shorts, bald cap and blue sneakers; Chuckie is the planet shirt, green patterned shorts, orange wig, purple glasses and high-tops; Angelica is the purple dress over a warm red-orange shirt, blue tights, blonde pigtails and purple sneakers. I use the same cheek color and the same arched cartoon brow on all three faces so they look drawn by one hand. Props are a bottle, a plush dinosaur and a blonde doll, all lightweight. In photos, Angelica goes in the middle with crossed arms, Tommy looks determined and Chuckie looks like he'd rather go home.
25. Classic Rugrats Babies Group Costume

Four people can do the original babies: Tommy, Chuckie, Phil and Lil. Tommy wears the light blue shirt, white shorts and blue shoes, and Chuckie the planet tee, green patterned shorts, purple glasses, orange wig and bright sneakers. Phil and Lil share pale pink shirts, turquoise outer layers and yellow duck appliqués, with blue shorts for Phil and a turquoise dress and pink bow for Lil, plus beige caps, dark tufts and freckles. Choose soft bloomers, leggings or shorts over anything diaper-shaped, which on an adult reads less like a baby and more like a dare. A baby-safe prop each and the same blush on every face hold the four outfits together.
26. Rugrats Girls Group Costume

Angelica, Susie, Kimi and Lil give four very different outlines in one group. Angelica: purple dress, orange-red shirt, blue tights, blonde pigtails, purple sneakers. Susie: yellow dress with purple flowers, purple leggings, braids and red shoes. Kimi: yellow overall dress over pink, purple boots and three small pigtails. Lil: turquoise dress, pale pink undershirt, white bloomers, pink bow and turquoise shoes. Props are a blonde doll, toy microphone, plush cat and magnifying glass, and everyone wears the same rosy cheeks. Susie and Kimi both wear yellow, so I stand them apart in photos with Lil's turquoise between them; side by side, two yellows blur into one shape.
27. Pickles Family Rugrats Costume

Stu, Didi, Tommy and Dil make the Pickles household. Stu wears his green layers, jeans, dotted red tie, brown shoes and purple hair and carries the cardboard invention. Didi has the long red dress, green glasses, gold jewelry, pointed orange-red hair and brown loafers. Tommy is in the light blue tee, white shorts, blue sneakers and bald cap, and Dil in lavender pajamas with green shapes and a few purple wisps of hair. The kids carry bottles or rattles while the adults hold a parenting book and the gadget. Nobody matches, and that's the point: big blocks of green, red, blue and lavender balance each other the way they do on screen.
28. Finster Family Rugrats Costume

The Finsters give you a family costume with a lot of variety. Chas wears a sweater vest, button-down, brown trousers, glasses, loafers and a neatly parted wig. Kira has the pink blouse, purple jacket, dark skirt, flats and a smooth dark bob. Chuckie brings the loudest colors with his orange wig, purple glasses, planet shirt, patterned green shorts and purple sneakers, and Kimi wears the yellow overall dress with the purple cat, pink shirt, three pigtails and purple boots. A cup and planner go to the parents, a dinosaur and a cat to the kids. I'd repeat purple on all four, even if it's only a sock or a pin, so the family reads as one set.
29. Reptarland Rugrats Group Costume

This version turns the group into a theme-park day with Reptar in the middle. He wears the green hooded jumpsuit with a light belly panel, blue back spikes, a padded tail, green gloves and green sneakers, and Tommy, Chuckie, Angelica and Kimi stand around him in their own blue, green, purple, yellow and pink. Each baby can carry a homemade admission ticket, a cardboard snack box or a tiny park map, all flat props you can print at home. Same rosy cheeks on everyone and the right wig or hairstyle for each. Make Reptar a little bigger and brighter, but check his hood doesn't hide anyone's face, then stand in a wide line so every outfit and pair of shoes shows.
30. Full Cast Rugrats Group Costume

A big group can bring in the babies, the parents, the pets and the dinosaur at once. I assign the babies first (Tommy, Chuckie, Angelica, Susie, Phil, Lil, Kimi and Dil), then the adults: Stu, Didi, Chas, Kira, Betty, Howard, Drew, Charlotte and Grandpa Lou. Reptar, Spike and a hot pink Cynthia fill the gaps. Before anyone shops, share a color chart with a photo swatch for each character, because a crowd of people all buying purple will come home with a crowd of purples. One small prop each, nothing bulky. For the group photo, babies go across the front, adults behind, and the tallest costumes at both ends.
Bald Caps, Orange Wigs and Other Cartoon Hair
Hair is where these costumes get uncomfortable. Half the babies are bald or nearly bald, and the rest have hair no human head grows.
Wearing a Bald Cap for Hours
Latex caps are cheap, and they're hot. I fit one just before leaving rather than hours ahead, flatten long hair under a wig cap first, and press the edge down with a skin-safe adhesive made for the job rather than tape or craft glue. A little foundation or blush over the edge softens the line in photos. Anyone with a latex allergy should skip it and pull a beige knit beanie low instead, which reads almost the same from a few steps away. For Phil, Lil and Dil, attach the tuft to the cap or beanie before it goes on your head.
Teasing a Cheap Wig Without Ruining It
Chuckie, Dil and Cynthia need wild hair, and party wigs tangle if you look at them. Back-comb small sections close to the base, mist with hairspray and leave the ends smooth so the wig doesn't shed fibers all over the costume. Keep synthetic wigs well away from candles, curling irons and an open oven, because the fibers frizz and melt with heat. Didi's three points hold far better with a soft pipe cleaner twisted inside each one and pinned at the base.
Felt Ducks, Planets and Logos That Stay Put
Nearly every costume here leans on one felt shape, and a peeling duck or a drooping planet is the first thing people notice. Felt glued to a stretchy tee holds until the wearer bends, then the corners lift. I sew appliqués on with a small running stitch close to the edge, which is quick by hand. If you can't sew, iron-on fusible web holds far better than hot glue on cotton, and fabric tape is fine for something worn once. On fleece, like Betty's sweatshirt or Dil's sleeper, stitching is the only method I trust.
Start With Tommy and Chuckie, Then Grow the Cast
There's a Rugrats costume here for one person, a pair, siblings, a whole family or a crowd. Get each character's color combination right first, then add the hair, shoes you can walk in and one prop people know. Felt shapes and fabric tape turn plain shirts, dresses and sweat sets into the right characters with very little sewing. Adults can take the fully dressed parents, and kids can wear soft, easy versions of the babies. For a group, repeat the colors and keep everyone's makeup the same finish, and the whole cast will look like it came off the same screen.
